Why is it so slow?

I have a few CMS made simple sites and they always load really slowly, or go through phases where they load quick, and then go back to being slow again??

Is there anyway to speed it up, and what causes it? I know it's not my host as I host CSS sites on it, and they load very quickly.

Any help much appreciated

please follow forum rules to make it efficient for everybody : tell your CMSms version, relevant System Info from admin panel, hosting context, etc.
How is your stylesheet caching parameter ?
