Adding hooks to the core

I have two modules that alter the core code on install to call module methods at various points in execution. This is somewhat of a concern when it comes to upgrade the core files. Not too sure how to request these hooks be added to the core, I would rather have stopped by IRC to chat about it but my network can't do it.
