problems with install step 2 - error dunction

Hello,

I have a little problem to install your cms sistem. During the instalation in the step 2 i am getting error message
Fatal error: Call to undefined function: is_a() in C:\apache\htdocs\smd\1\lib\log4php\spi\LoggerLoggingEvent.php on line 148

probably anybody knows what`s the problem? Thanks in advance

It sounds like you have a REALLY old version of php.  The minimum required these days is php 4.2.0, which is still about 3 years old.
