I'm using CMS Version 1.4 and I found some strange behaviour when re-ordering css references for a copied template.
Create a template and add some css references.
Make a copy of the template.
Open the css references list. (refs are re-ordered in some way)
Try reordering the refs using the arrows (no re-ordering takes place)
Work around: delete all refs and add them again (re-ordering works like a charm)

Fixed in 1.4.1 IIRC.

Upgraded to 1.4.1 but problem still exists!!
