Is it posible implementing this editor in CMSMS?

Sorry, but the RadEditor comes with a huge package of tools that costs 999,- Dollars !!!
There is only a trial version to download.
And it seems not to be based on php.
And since i won't register for just testing that editor i did not try the trial and therefore i don't know if this editor will be available as a single standalone version and how much it will cost and what licences you need to be aware of and if you can use it as a plugin in a free open source cms and if it can be integrated in a php script... etc.
