The ability to customise the colours and logo of the backend would be a MASSIVE selling point to clients, even if we were only asked to choose from an existing pallette of colours and upload a logo....

You can customize it now as much as you want. Edit the appropriate stylesheets, language files, etc, and away you go.
If you're talking about a template-based system such as is used on the front-end, I think this is in the works for 2.0.

The 1.4 admin is already themeable and there are some admin themes on the themes site.
