What is the best way to approach this?

More info:
I need to develop a site, with say 25 physical departments. Each department has an appointed person who will maintain their specific part of the site. Probably a couple of pages under a parent structure.

This person needs to be able to add and/or edit a page (only in their specific part of the site)... BUT
their work needs to be supervised by the main office aka "supereditor". So the previous version should be live until the "supereditor" reviews their work and puts the page live/refreshes it. So there must be a possibility to approve their modifications before setting the page live.

I know I can make a group, appoint permissions, to all pages, or existing pages, but how do I limit a user to their specific part. AND make sure they are not able to publish instantly.

Is this at all possible?
