Folder permissions problem??

Dear friends of CMSMS
i've a problem with my CMS,

anyone have the idea how to resolve this?
i've tryed to change th templates_c permissions to 777 but it doesen't worked.
i've exported my site and mysql from localhost(everything was ok) to web.
Now up to the header i get this error messaages:

i think that the folder permissions is the key, because i can't change them from ftp,
i used smart ftp to change them, but when i open again i see that chmod arent they that I've set.
when I've erased templates_c content i got this error:
(only this error on the page and nothing else)

Are you trying to use pretty URLs?...

You may also try looking at them and changing permissions thru File Manager, just change the view to include all folders...
