File manager not deleting directories

In both my installations (one localhost test bed, one remote shared server which is live), I noticed that if i create an organizational directory (within the uploads dir) using file manager, i cannot then delete it using File Manager.  Instead it throws an error message:  "An error occurred when trying to delete the directory (is it empty?)"  FYI - Yes, it is empty.  However, I can open Image Manager and select the same directory and delete it with no problem. 

Anyone have any suggestion as to why File Manager does this and preferably how to fix it?  Thanks.
