This file may not exist yet. If it does not, you should create an empty file with this name. Please also ensure that this file writable by the web server process.

XAMPP has no way to set permissions, as they are all set wide open on default install...

Thank you for all your contributions. And thanks to them I found the solution.

I write in if another makes the same mistake.

The error was uploading modules and tag before installing the website. That is why the site was not working.

Always best to get default installed then add from there...
