Install failure of chrooted cmsms 1.4 beta2

Help with getting the CMS CORE package up and running. This does not include 3rd party modules, PHP scripts, anything downloaded via module manager or from any external source.

Install failure of chrooted cmsms 1.4 beta2

This is Centos 5.0/Apache on a VPS, all done as root:

Unpack the directories, change ownership and get this (minor obfuscation, lines broken for clarity)

PHP Fatal error:  strftime() [function.strftime]:
Timezone database is corrupt - this should *never* happen! in /xxx/c/lib/smarty/Smarty_Compiler.class.php on line 400

I have a chrooted environment (using mod_chroot) and it is possible that php is trying to access external files.

Bump! Anyone? no one has tried chrooting CMSMS?

Not I, I'm sure most just follow the instructions for folder/file permissions in the install instructions...

When I tied mod_chroot I don't have any problems for php (others many).
Have you copy /etc/localtime in your chroot?
