Admin theme NCleanGrey not working with upgrade

I upgraded to 1.4 (it works great) but I don't get the nice NCleanGrey admin theme. It is set in the admin, I cleared all cache, cookies etc. The strange this is, I DO get the login screen belonging to that theme.
How come?

Is it also set in User Preferences?

Ah, thank you. its working now. I did actually set it to default....

If you will notice in Site Admin » Global Settings the drop down has info next to it...

Default Administration Theme (for the login page and new user accounts):  (login for all users will use this theme)

Meaning any new user from this point forward will get the whole site, including login, in the new theme but existing users will still have to go to My Preferences » User Preferences to change their Admin side theme...
