Can I have a page set as a Section Header and have it link to the first page in that section?

No but you can use the Content Type: internal link...
You will have to make the first child under it first so you can then link to it then move it under it...
Have you even tried to make a Section Header?...

yup, I've tried to make a section header, but with collapsing menus, it makes all the sub pages unaccessible.
I'm rethinking this all through. I basically want to have the section headers link to the first page in the section. If I hard code it, then when the page order changes it will bugger up. Thought I'd just set the header pages as content and list the sub pages.
Do you know if there is a way to automatically list the sub pages on the header page?

Are you thinking of having all the top level menu items say in a horizontal menu up top and the second level menu items on the side, second level only from the clicked top menu?...
So you hit a menu item in the horiz. menu and it's children show on the side...
