new catagories error on 1.3.1

Hi,

In the admin on 1.3.1 I am trying to add a new category.  Upon clicking ther 'add category' link in the cats section of news, the page loads up without the form to add the cat.

Can someone check their 1.3.1 install and see if its just me or if its a version wide issue?

Or, if anyone knows an immediate fix, that would be great.
