Local install smarty error

Hi,

I am trying to get a local version of our website working under WAMP2. Having downloaded all the website files + backed up and restored the database (and set up the dbuser with the right permissions). Next I cleared all the files in the tmp/cache and tmp/templates_c folders, but when viewing the website I get the following error:

It also doesn't have any of its stylesheets.

Sure. anyone who guess right the CMSms version, the config.php settings, the backup/restore tools, the transfer tools, the wizzard warnings, the http logS, etc can help.
