NMS and implimenting the date_format

I've updated my version to "Greenland" and everything should be a go. However, I still have a problem with the Newsletter module. Under the messages tab it states:

Where does one find this cms_date_format? It says it needs to be "implimented" but I can't tell if it's something that needs to be installed or..?

I also have a problem when I create a new message: everything disappears. I can see the tabs but nothing is under them.
