title pulled form content

heres the deal im having

tintable.com
1.2.3 "Black Rock"
php server

i have a php script seperate from cmsms running in conjunction with cmsms
inside of the pages

the script pulls the css form the site and layout so it appears to be built in since i dont know how to make it in cms this was this only way i knew how

it has its own admin system

it generates listings logos etc.. vie the secondary admin panel

only problem is that its called form a user defined tag which is called form a page in cms
so all the pages use the title form that one page with the userdefinedtag in it

is there a way to get that page or template to pull the title of that pgae form the title in the content of the page?
