Upgrading: fatal error "cannot redeclare"

Help with getting the CMS CORE package up and running. This does not include 3rd party modules, PHP scripts, anything downloaded via module manager or from any external source.

Hi all,

I've never posted before and saw a similar SOLVED post, but could not get to the same solution.

I installed an older version and noticed I didn't have TinyMCE.  Decided to upgrade to the newest version, tried to follow the upgrade documentation, and ended up overwriting and basically reinstalling.  My database was backed up so that's not lost, and I saved my css and html from the actual site.

Anyway, as you can probably already tell, I am NOT technical.  Dislike this end of things and don't know what people are talking about much of the time.  That said, can anyone help me untangle this 'simple' upgrade??

GoDaddy Linux server, PHP 4.1, Windows system, here's the error at /install/upgrade.php:

Fatal error: Cannot redeclare cms_mapi_create_permission() (previously declared in /home/content/b/r/o/brooklynethan/html/janiejilltointon.com/lib/misc.functions.php:786) in /home/content/b/r/o/brooklynethan/html/janiejilltointon.com/lib/module.functions.php on line 27

The other thread said to reupload files as apparently some may have been corrupted.  I've done this, reuploaded the whole thing, to no avail.  Cleared the cache.  Don't know what else to do.  Extremely frustrated. Thank you for trying.
