smarty error

I'm trying to install a new theme and i get this  error on top of the page. string(83) "Smarty error: unable to read resource: "globalcontent:JavaScript for IE page width""  I'm using CMS 1.2.3.  I've tried googling the error and searching CMS made Simple Site but with no luck. im fairly new CMS MAde Simple Any guidance would be greatly and humbly appreciated.
