TinyMCE - Anchor bug?

When using the insert/edit anchor button in the TinyMCE wysiwyg I seem to get a little bug but I'm not sure if this is the way it's suppose to be.

I start by adding an anchor and a popup box appears. It asks for a "name" to be used for the tag in the "name" and "title" so something like this appears . Now when I got to edit the anchor I rename example to another_example and the code becomes with the title remaining the original name.

Is this how the anchor edit function is designed to function or is this a bug?
