Catagloger CSS Stylesheet

I have been searching the forums, and online, but can not find detailed instructions on how to edit/format the css-based style sheets.

I found a css template I would like to implement on my site, http://joshuaink2006.johnoxton.co.uk/templates/gallery/ but do not see where to attach the css stylesheet.

Can someone please help me.
