Goto an existing page and add a link to the page you want to create:
[My New Page] in mediawiki I think.
Then click the link and it will complain the page doesn't exist and ask if you want to create it.

OK, I succeeded.
There are two ways:
1. You start a new page for an other language through the language link: if it's red, the page doesn't exist yet. in that case, you should manually add a link to it in the side menu. If you forget this, nobody can access you page through the side menu.
2. You start with editing the menu by adding a link: just copy - paste an existing link at the position you new link should be and edit it. When you follow the new link, you are prompted that the page doesn't exist and then you can edit it.
Strange there is not some kind of standard page to start with that includes header and footer.
I opened all English pages. Some had no side menu, so at each page without these data I added
as last line.
For pages in other languages you start with

Starting a page on editing this WIKI is still on my 'things to do' list.
I have been adding pages though.
I started at my CMSMS admin page at Extension/Tags/Anchor by clicking HELP

CMSMS admin pages can have two links Community HELP and HELP.
At many pages there only is HELP
The link followed by (new Window) brings you to the WIKI.
Help without (new Window) brings you to an explanation on the topic within your CMSMS files.
The only problem is, some links to a WIKI page bring you to a false location, such as in my example User Handbook/Admin Panel/Extensions/Tags/Anchor where originally Extensions/ was missing
I checked several links to Tags: in all links Extensions/ is missing and they would let you start a WIKI page at the false location.
Maybe a moderator could look into this and set re-directs to the proper locations, so valuable information doesn't land at an inaccessible location.
