I am trying to create a download page for guest users with filemanager.

Putting {cms_module module='filemanager'} into the template does not work. ??!!??

Tried with 'FileManager', 'File Manager', file manager' .... etc.
Could someone help me out?

FileManager is only a module for backend. You should try Uploads module  .
