CSS on the same template edit page and not

I am running 2 CMSMS v.1.03 installations. The first was upgraded from an older version, while the second is a fresh one.
In the first, when I click to make a new template, in the page I have two editors: one for the template itself and one for the attached stylesheet. In the second, I have only the edior for the new template....
What's wrong?
