Rights, rights, rights!

I know this has been bouncing around for a while now, but I just want to put in another plug for a more comprehensive and water-tight rights management system. The current one is just workable, but could be so much better.
At the top of my wish-list is a no-brainer: "author" rights to create/edit but not PUBLISH content pages. CMSMS needs a separate "publish" right to control whether users can make content active (or perhaps add it to the menu). I have several clients right now that would like an underling to be able to add content but not make it live, so it can first be approved by a higher power.
Second wish: more descriptive rights labels, or a pop-up description, or a second line with description, or... The existing labels are terse and vague.
I love CMSMS, and am just trying to make the best "light" CMS better!
