ModulManager is empty

Hi all,
after upgrading to CMSMS 1.0.4 the ModulManager is empty; also I can't open the configuration of it.
I deleted everything; including database, and installed new; the same problem.
CMSMS should run at a strato-domain in germany.
Please help me
