is there anyway to control hiearchy of files?  like all the numbers without points 1, 2, 3, 4, 5, 6 all on the root level and then view their respective subfiles (for 1 --- 1.1 1.2 1.3 1.4 .....)

or are all files just on the root level as viewed in content management area?

Not sure what you mean by control it...  You can set parent/child relationships on the add/edit content page.
