Old content to CMSMS - need help/advise

Hi there,
This is not really a problem, but before it becomes one, I would very much appreciate any and all help.
In the archives of our old system there are lots of pages that need to be transferred to our CMSMS.
Here's a link to one of the pages in the old archives:

Now, what would you do to get all that content to CMSMS? What kind of navigation system would you use in order to avoid lengthy pages?
