CMS Made Simple Forums

I have cmsms installed locally and on a web server. I want to develop the site locally and then propagate the changes to the server.  What's the best way to accomplish this? In the normal course of things (i.e., template, menu, css, and page content modification) are there any local files that get updated that I need to transfer over (besides images), or is it just a mysql dump and restore? If the latter, are there certain tables that I should restrict this process to?
