yesterday after login to admin menu i see every time all in english, So i choose Deutsch(German - i have made lanuage files) - all ok.

Today after login i see at first english too, the information that i will use another language file is not stored.

Where can i upload the german lanuage files ?

you may want to clear the COOKIES in your browser, close it, and restart the program again.

i think it may be a cookie problem?

This will be fixed in the next release. Language selection has been moved to the login page. However, you will also be able to optionally set a default language in user preferences that it will switch to every time you login. It will have to cookie also. It SHOULD be a lot more flexible this way (I hope)
