Modify page structure versus remove pages

Using 1.0.2 "Maui"

I've defined two user groups: Admin and Owner.
Group permissions:
"Admin": all.
"Owner": add pages, modify files, modify news, remove pages, use albums.

Some of the pages (those with code related to modules) are owned by the Admin.
All the other pages are owned by the "owner".

Works almost fine; "owner" can make and delete only her own pages. The ones owned by Admin do not show up in the Pagelist and can not, by accident be moved by "owner".

Only problem is that "owner" can not move a new or existing page to another position in the page structure. Therefore I gave "owner"extra permission: modify page structure.

Now "owner" can move pages arround, nop problem. BUT:

By adding Modify page structure to the "owner" permissions the "owner" also gets permission to DELETE pages that are owned by "ADMIN".

Does somebody now a way to give "owner" permission to move pages arround but prevent them deleting pages that are not owned by them?

Thanks!

Revoke the "Owner" groups "remove pages" permission... the owner of a page can always modify and delete it (even without "remove pages" permission).
