cmsms-mle-1.0.2-build4 - how to get it to work?

since I think the forum of the multilang is not really used by a lot of people, I am posting here again:
The database I am using is MySQL 4.0.15 - I can not change this myself, my webhoster ned to cooperate.
You say support for old MySQL (before UTF-8 = <4.1.18) is in this version (mle-1.0.2-build4). How can I make use of multilang?
