CMS Made Simple Forums

...develop a site with any layout you want, and wrapping the design around the CMS?
I need a CMS quick, that allows me to have my own designs wrapped around whatever CMS I pick.

I just need basic text and image uploading capablilities in the CMS I start using.
Any advice would be SERIOUSLY appreciated. Total custom design web layouts is key here though.
