New module - SnippetsMgr

This module allows you to create file based code snippets to integrate in your blog articles, pages and templates.
First, create a snippet in the admin panel. Then, call it with {SnippetMgr name='mysnippetname'} in your pages or templates.
This module is a fork of the not-maintained anymore Snippets module created by Totophe. Snippets there can be exported and imported in SnippetsMgr! If all works you can remove the old Snippets module...
The module is tested in CMSMS 2.2.10 and 2.3beta6
