user permissions to set up new page in the correct place

I'm not asking much, am I?
I want to allow a User to create a page AND to specify the page parent (otherwise how can they create a page in their 'own' tree, or create subpages). I know they need the 'Modify Page Structure' permission, and I can just about live with the fact that this allows them to place their page under ANY parent.
However, what is difficult is the fact that they then have access to re-order all pages - it's not that I think that they will maliciously screw up the existing structure, but I need to document this, and feel real stupid saying 'You'll see all the site pages in the list, please don't click any of the icons in the list'!!
Does anyone have a workaround for this, please??
