I don't know PHP-Fusion. CMS Made Simple does have modules, here are suggested modules to check out for:

Don't know of any modules but it is possible to integrate most 3rd party tools, just like you would in a static website.

Yes, admin area user profiles can be controlled very finely, in Admin > User Management > Backend group permissions
