Hi there.
I use Gallery 2.3.2 with cmsms 2.2.3.1 and like to move pics using the built-in move-function as proposed. I can choose the pics and then select "move to" from the drop down. When i hit "Apply" button nothing happens...

After you selected the 'move to' option, another dropdown field appears just beneath it. It might be a bit hidden, but there you can choose the directory you would like to move your images to. Did you notice and use this?

I tested by moving around various images to various directories and it seems to work for me.
