Problems with permission "Modify any page" and hierarchy

Hi!

I'm using 1.0.2 standard installation. I created a new group with some users in. I have the following hierarchy on my page:

1. main
2. groupA
2.1 page of groupA
2.2 another page of group A

The groupA has the following permissions:
Add Pages
Manage Menu
Remove Pages

They can easiely modify and remove their OWN pages. They can add new pages, too, BUT: These new pages are added as 3. in the hierarchy and they have no chance to put them into 2.x without adding
"Modify Page Structure".

I don't want to allow "Modify Page Structure" because then they can re-order all pages in the cms.

Is there any way to allow them reordering inside their OWN parent page (2.) ??

I have the same problem, but I didn't find the option "Modify Page Structure"!!! Where is it? I am running maui 1.0.2
