FrontEndUsers - Can't Change Passwords

OK, this is really strange.
Running the latest versions of CMSMS and FEU. It seems I can't change passwords from the admin interface (permissions are fine, by the way). This is on top of being unable to create users. However, the FEUs themselves can change their passwords from the FEU "Change Settings" interface!
Beyond looking for a solution to this problem, do other people running CMSMS on IIS have this many problems? Is it worth trying to get an Apache server set up?
I've run CMSMS on a LAMP setup other times and it's always been 100% stable! But this one site on IIS is really giving me trouble.
