How to edit content near location of disclaimer

I've added 2 screenshots.
This is 1) what I want to edit and 2) the acces I have
I don't know how to edit the content at the bottom of the homepage (coincidentally also the information that is visible on every single page.)
I thought this information would be in of the main templates but I can't seem to find the template let alone access it.
