Why can't GoogleBot access my combined stylesheet?

Hi All.
I haven't encountered this is issue before on some of my other sites i submitted for Google Indexing, but i got this error today:
I was thinking perhaps it is a permissions thing? But i'm not sure whether it should be addressed from within CMSMS or through file system folder permission. Pasting that URL into the address bar successfully loads the CSS file, so i don't understand the issue.
