Second menu on Sidebar

I have a sidebar menu at this site: http://web64147.mysolarhost.com/
The sidebar you see is hard-coded.
My questions are:
1. How do I tag that area to have a second menu?
2. I assume that if I tag it properly, it will show me the options in the Content Pages to apply the page to it?
