Using CSS can CGSMARTIMAGE set a responsive background

I'm trying to set a full screen responsive background image in CSS.
I've learnt that CGSmartImage can increase image load speed without having to compress the jpeg to a point where it loses definition.

I read the CGSmartImage help file and searched the Forum but cannot find a post that covers the above.

My website is http://new.best-fishing.co.uk/. It's way off from live, but you'll get the idea.

You can see the BG image is not crisp as I've had to compress it a lot :-[

I'm fine with CSS, just need a pointer to combine with CGSmartImage.

Don't you think it would be better to use css media queries to load different sized background imaged depending upon viewport size?

Absolutely.
What you see now is Full screen.
As I understand it, CGSmartImage has the ability to manage larger images better.
Or is it not the case?
