Unable to upload file for newsletter made simple

Never had trouble uploading a file (my newsletter) to send out in batch mail. This error message appears:
The requested URL /index.php/User_Handbook/Admin_Panel/FileManager/Troubleshooting was not found on this server.
Have no idea what it means or how to correct. Any help would be appreciated. Have to send out my newsletter asap. Thx!
