I see the accented letters (é à è ...) in the template name, style sheet , and pages(alias) are allowed. Correct or not ?

This is intended. As are utf-8 characters in URL slugs.
most browsers support it, and With extended characters in domain names now, it only makes sense to allow extended characters in the URLS.
