Another site hacked

Another site's database has been hacked. Same result. 'Editor' user's email address changed, thus allowing for password change via 'lost password' process.
ALSO the admin user with full rights to the whole CMS has been removed. The question is, how can that user be restored please? Is it just a case of adding another line to the DB Table, & then follow the 'lost password' route again?
