The problem when you change the user's password database

I have a problem: change the user's password database CMSMS in config.php and replace it with a new one, log in, and there is an error:

Tell me, please, what needs to change in class.usertagoperations.inc.php?

I would first try to clear cache...
In you can't access the Admin, go with FTP to the folders /tmp/cache/ and /tmp/templates_c/ and delete its content.

I'm pretty sure you're just using the wrong details (username/password).

Earlier me and there were no problems, and then gave access to other person and he did something. Cache clean, but it did not solve the problem. Password changed in the file config.php and in the admin panel to the database. The error is the same.

it seems you don't use the correct username and password.

I'm right and I enter login and password. Here the problem is that the other user did something, it was impossible to change the password to the database.

You have to use the same login and password as indicated by your hostingprovider.
