Creating Sub Menus

Thank you for helping me with my menu.
I am trying to have menu items that are ONLY just that - menu items with no content other than sub menus.
For instance I now have:
Santa Maria as a menu item. (set as content alias)
when that's clicked 2 sub menus appear:
Treatment (content alias)
Programs (content alias)
And when one of these is clicked I need the actual list of pages. (content)
For now I have tried setting these as Content Alias, but when I click the link from the menu it continues to attempt to load a content page that does not exist. Surely there must be a way to have sub menus?
