I selected both:
You can set use BBCode-toolbar in forum:
Use BBCode-toolbar :
in 'Settings' and Forum edit form respectively.

Still BB Code editor is not displaying.

What I need to check/test?

It won't work. It's fixed in svn and will be in next release. Soon.
