Continually having to clear cache

To a certain extent this Topic was raised in postings viewtopic.php?f=3&t=69381 and viewtopic.php?f=3&t=71451
However, my problem is that with one site I keep on getting this type of 'can't connect' message and the site does not become available again until I clear the cache files using FTP. I recall it has happened at least 4 times since the Topics above were last discussed.
The site is question runs on CMSMS 1.11.7. Once the cache is cleared then it works fine. No structural errors showing in the database.
